The Department of Health and Human Services (DHHS) is the largest agency within North Carolina state government. In addition to ensuring the health and well being of all North Carolinians, the department is responsible for providing the human service needs for the mentally ill, deaf, blind and developmentally disabled, as well as helping poor North Carolinians achieve economic independence.
